Ferns do not produce flowers. They were around prior to the evolution of the flowering plants (angiosperms). The fertile pinnae compromise the upper quarter of the frond.

Misc Facts
I have seen this fern listed as a variety or the same as Osmunda regalis (Royal Fern) and as a separate species. I treated it as a separate species.
